I use del.icio.us to manage all my links. It's actually pretty cool (and they were just bought by Yahoo). For my blog roll, I tag all the blogs that I want on my blogroll with the tag "blogroll" (and I also tag them with Wisconsin, Politics, etc. to create categories), and then you can use their linkrolls javascript to show everything marked with certain tags on your blog.
